Caregiving is more than a labor of love. Endorse TR Rose Associates Whether done by a mother or father, son, daughter or any responsible loved one, whoever shoulders the caregiving responsibilities has to choose between taking time off of paid work, remaining out of the job market, or leaving a paying job; it is a matter of dollars and cents. If an alternative such as a daycare center for children with or without disabilities, a nursing home for frail, elderly parents or relatives, or home care for an ailing friend or spouse is required, it also costs.
To this end, we call for a Caregiver Tax Credit that:

* Is fully refundable - those who don’t owe taxes get the credit in a check
* Covers care of frail, disabled or ailing adults in addition to children
* Lets caregivers choose by covering caregivers working inside the home and out
* Increases its value over time to more closely resemble the real cost of giving care

Which thing is the MO.I.CA.?

MO.I.CA is a ONLUS that operates from 23 years for “giving voice” to the just demands for the women who “work” in family:

CRIN

The Child Rights Information Network (CRIN) is a global network that disseminates information about the Convention on the Rights of the Child and child rights amongst non-governmental organisations (NGOs), United Nations agencies, inter-governmental organisation (IGOs), educational institutions, and other child rights experts. The Coordinating Unit is based in London, UK.

The network is supported, and receives funding from Save the children Sweden, Save the Children UK, UNICEF, Plan International, the Norwegian Ministry of Foreign Affairs and World Vision International. Project funding is also received from the Swedish Ministry of Foreign Affairs.

CRIN has a membership of more than 1,700 organisations in over 140 countries. About 85 percent of our members are NGOs; and 65 percent are in the Africa, Asia and Latin America. In addition to working with member organisations, CRIN services the information needs of 2500 organisations and individuals who have joined our mailing lists.

Once upon a time there was such a thing as child tax allowances. At their most generous, in the late fifties, 107% of the Personal Allowance was deductible in respect of a 17 year old who was still at school. The view then was that teenagers bring the greatest costs. Whether or not a mother earned as well was not an issue. A family was a single tax unit and a child was considered a dependant.

Let’s move to the seventies. “Child tax allowances are wrong, because they benefit men”, was the rallying cry. And so they were withdrawn and mothers could collect a fistful of fivers from the Post Office (and then the government soon said that a rise “could not be afforded”). And there were whispers that “they were not really necessary any more because so many mothers worked”.

And now the 1980s. With the family still being one taxable unit and there being more and more double-earner couples, a lot of couples began to pay higher rate taxation as soon as mother added her pay to the total. And so it was that in 1986 spouses now became separate fiscal units with each of them enjoying a personal tax allowance and many of them being taken out of higher rate taxation.

Pity about the one-earner couples. Like everybody else, they lost their Married Couple’s Allowance (which dated back to a time when it was unthinkable for a married woman to earn) and so the mother at home became invisible, neither seen as employed nor registered as unemployed nor made an allowance for in fiscal matters.
